UK and Allies Prepare Operations Against Russian Oil Tankers

The United Kingdom, leading the Joint Expeditionary Force, is evaluating joint operational options to intercept and seize oil tankers belonging to Russia’s so-called “shadow fleet.”

During discussions held at the Munich Security Conference, it was agreed that more proactive measures should be taken against vessels operating unchecked in international waters. On February 13, defense ministers of the Joint Expeditionary Force member states convened on the sidelines of the conference.

According to sources cited by Bloomberg, UK Chief of Defence Staff Richard Knighton presented several intervention options, including joint seizure operations targeting ships linked to Russia’s shadow fleet.

This initiative is seen as an effort to replicate in Europe the success of U.S. operations previously conducted off Venezuela to block unauthorized tanker activities.

London–Washington Coordination

The planned operations are expected to be led by the UK and carried out in coordination with the United States. Previous interventions against Russia-linked tankers reportedly prompted Kremlin officials to approach Washington in attempts to halt such actions. U.S. forces have so far seized at least nine tankers connected to Russia.

Northern European Push for Proactive Measures

Estonian Defense Minister Hanno Pevkur stated that the meeting among Joint Expeditionary Force leaders reflected a consensus on the need for more proactive action. He emphasized that countries providing flags to shadow fleet vessels must understand that other states may take specific measures against them.

Meanwhile, Estonian Foreign Minister Margus Tsahkna noted that some coalition members remain cautious, concerned that such steps could escalate tensions.

In January 2026, 14 European countries announced plans to block shadow fleet activities in the Baltic and North Seas.

A joint statement issued by the UK Department for Transport stressed that ships must carry only one national flag and possess valid safety and insurance documentation. Vessels lacking proper documents or failing to comply with regulations will be stopped for inspection by military units of the signatory states.
