The Directorate General of Shipping (DG Shipping) of India announced new preventive measures for Indian seafarers and Indian-flagged vessels due to increasing security risks in the Persian Gulf, the Strait of Hormuz and surrounding areas, through Advisory Circular No. 36/2026 published on 15 July 2026.

The circular stated that following the recent attacks on the commercial vessels named Mombasa B, Al Bahya and Al Rekayyat, the level of risk faced by commercial vessels and seafarers operating in the region has increased significantly.

Within this scope, the main measures taken by DG Shipping are listed as follows:

  • The security level will be increased on vessels operating in the Persian Gulf, the Strait of Hormuz and surrounding areas.

  • Ship masters were requested to continuously monitor international security advisories and fully comply with the Ship Security Plan (SSP) and the provisions of the ISPS Code.

  • Shipowners, ship operators and RPSL companies were advised not to assign Indian seafarers to vessels transiting the Strait of Hormuz until further notice.

  • In the event of possible emergencies, immediate contact with the DG Shipping Communication Centre and the Information Fusion Centre – Indian Ocean Region (IFC-IOR) under the Indian Navy was requested.

The issued circular once again demonstrates that the impact of ongoing geopolitical developments in the region on maritime transportation is increasing, while the safety and welfare of seafarers are being considered a priority issue.

DG Shipping’s advisory decision is regarded as one of the most notable measures taken at the national level regarding the deployment of Indian seafarers to areas carrying conflict risks.
