He earned a Bachelor’s degree in Shipbuilding and Ship Repair Engineering and a Master’s degree in Shipbuilding Engineering from the Azerbaijan State Marine Academy. He later obtained a Master’s degree in Maritime Law and Policy from the World Maritime University in Sweden. He also studied Ocean Engineering in a PhD program at Texas A&M University, which provided him with an advanced understanding of maritime governance, legal frameworks, and policy development.
